Hi. I'm considering buying an E-mu but trying to avoid getting the RFX card (i've heard its buggy and hard to get.)

Do any of the Ultra (or other) models of E-mu come with effects assigning at the sample level? ie, can you assign effects to individual samples instead of the master output?

Yes, but you only have internal FX processors. You can treat each sample as its own voice and choose whether that voice is routed internally to FX processor 1 or 2 independent of the Master FX assign. You just need to use the second and third outs..
