RFX32 and Weak Power Supplies - ALL Early Ultras?

Hello.
I've read what posts I have found on this topic and am asking for some clarification.
I am considering the purchase of an E4XT with RFX32 from a local seller. I'm concerned about the power supply issues since the SN starts with 0399. He's the original owner and seems to be fastidious about his gear, and I don't doubt his honesty. He never had the power supply replaced and has had no problems with the power supply.
So did ALL Ultras prior to sometime in 2001 have insufficient power supplies for the RFX32? Were E4XT's exempt? Or does he perhaps have the magic combination of low-power hard drive and slightly above-spec power supply? Or is this unit dancing with death?
And, with the noise outburst and potential power supply troubles, is it even worth pursuing the RFX32 these days when there are so many outboard FX units available?
