E6400 Ultra Screen Problem

Hello,
I have an E6400 Ultra and earlier this week when I switched it on it powered up but remained stuck at the E-mu logo (see the picture below). After a couple of times powering it up it eventually loaded properly and worked OK.
However, today it has now reverted back to powering up and being stuck at the E-mu logo stage and not booting fully.
I have:
1. Tried to reinstall OS 4.61 but the green drive light comes on and nothing happens - the screen still remains the same and when I power it off and then back on all I still get is the E-mu logo.
2. Tried to install OS 4.7 (but it's too big to fit on a 3.5" disk and I can't be arsed to find a way around this!).
3. Taken the case off and looked inside to see if anything is loose/burn't out/malfunctioning but everything seems OK.
Has anyone come across this problem before and have they managed to rectify it?
