e64 does not boot - the LCD and LEDs are blinking

my e64 broke. I´ve switched the sampler on and the display and LEDs are blinking, it does not boot, the fan and floppy does not turn on at all. I am affraid that the PSU is dead.
Could this be caused by the new internal harddrive with higher power consumption?
Does anybody have the service manual for e64/eIV ?
