What Is 16/32MB Flash SIMM?

Sup guys, had an Emu E4 Platinum that contained 2 Flash SIMMS, both had 16/32MB written on them...

Now I know Emu released 2 16MB ROM Chips: E-Synth/Orbit/Phatt, and remember that both Flash SIMMs in my Platinum had the same data... When I sold an Authored Proteus Chip with 32MB sample data on Ebay using one of those 16/32MB Flash SIMMs, I didn't really pay attention to what was written on the Chips originally up until now...

Does anyone know why the Ultra only seen/saved 16MB of sample data, but authored the Proteus 2000 ROM at 32MB?
