If I get a USB floppy drive for my G4 450, is it as simple as dragging a wav file onto the floppy drive and then just putting the floppy disk into my E6400 Ultra?

It would be that simple but floppy's only fit 1.44MB on them so you won't be getting much work done quick. Get a SCSI card.
